Montana Governor Signs Bills Protecting Women’s Privacy, Sports

Montana Governor Greg Gianforte signed two bills into law on Thursday protecting women and girls’ privacy, safety and sports.

The first bill (HB 121) protects women and girls by prohibiting men from entering into women’s spaces – including changing rooms, sleeping quarters, and restrooms. It also requires public schools, correctional facilities, public buildings and domestic violence shelters to protect women’s safety and privacy in those spaces.

HB 121 was approved by the Montana House of Representatives on January 16, 2025, in a 58-41 vote, while the state Senate passed it on February 11 in a 32-18 vote.

The second bill (HB 300) strengthens protections for girls and women in sports, ensuring they do not have to share private spaces with males or compete against them.

It was approved by the state House in a 57-42 vote on February 6 and was agreed upon by the state Senate in a 32-18 vote on March 20.

“I am proud to safeguard privacy and security for women and girls,” Gov. Gianforte said in a statement, “because a man shouldn’t be in a women’s restroom, shouldn’t be in a women’s shower room, and shouldn’t be housed in a women’s prison.”

“Today, we’re maintaining equal opportunity for all Americans, protecting women and girls and their right to safe and separate facilities and activities.”

The governor also posted a video on X talking about the legislation:

Standing alongside our partners in Montana and across the country, I am proud to safeguard privacy and security for women and girls – because a man shouldn’t be in a women’s restroom, shouldn’t be in a women’s shower room, and shouldn’t be housed in a women’s prison. pic.twitter.com/RnlzCndUcj

Jeff Laszloffy, CEO of Montana Family Foundation, issued a statement lauding the bill’s enactment. The MFF is a Focus on the Family-allied organization based in Montana.

“The Montana Family Foundation applauds the Montana Legislature for the passage of HB 300 and HB 121, which represent a critical step in protecting the safety, dignity, and privacy of women and girls across Montana,” Laszloffy said, adding,

These bills reinforce the fundamental right of females to compete fairly in athletics and to have access to private restrooms, locker rooms, and sleeping quarters, free from unnecessary intrusion.
By ensuring that biological distinctions are upheld in educational and public spaces, we are safeguarding opportunities for women and maintaining essential protections for Montana families.

Likewise, Alliance Defending Freedom Senior Counsel Matt Sharp issued a statement applauding the bill’s passage.

“Montana is right to protect the privacy, safety, and dignity of women and girls, and to ensure that female athletes of all ages continue to have a fair and level playing field,” Sharp said.

Girls and women deserve to be protected from males in their sports and private spaces in every single state in the Union. We rejoice that females of all ages will be better protected in Big Sky Country for generations to come.
